An arrest is complete when a suspect is taken into custody, and his freedom to walk away has been terminated. While officers may arrest someone in Oklahoma without an arrest warrant, it is preferred that the officer obtain a warrant before making the arrest if possible. If you think that an arrest warrant exists for you or someone you know, you can perform a warrant search.
